C\u2019est le seul club insulaire de l\u2019\u00e9lite dans les pays baltes. Le club est fond\u00e9 le 14 mars 1997. Son pr\u00e9d\u00e9cesseur est le club de jeunes BB Sport, qui avait commenc\u00e9 \u00e0 promouvoir le football dans la r\u00e9gion sous la direction de Johannes Kaju. Kuressaare int\u00e8gre la pyramide estonienne d\u00e8s 1997, lorsque le club, rassemblant les meilleurs joueurs de l\u2019\u00eele, s\u2019inscrit au plus bas niveau du football national.<\/p><p>Le premier pr\u00e9sident et entra\u00eeneur du club est Aivar Pohlak, aujourd\u2019hui pr\u00e9sident de la F\u00e9d\u00e9ration estonienne de football, qui dispute \u00e9galement des matches lors de la toute premi\u00e8re saison du club. Le pr\u00e9sident actuel est Priit Penu, natif de Kuressaare, que l\u2019on voit en tribune \u00e0 chaque match \u00e0 domicile. Selon le r\u00e9cit, Aivar Pohlak l\u2019aborde en 1999 pour lui demander s\u2019il souhaite aider au d\u00e9veloppement du football \u00e0 Saaremaa \u2014 ce qu\u2019il accepte.<\/p><p>Pour ses d\u00e9buts en premi\u00e8re division en 2000, Kuressaare se forge rapidement une r\u00e9putation d\u2019\u00e9quipe \u00ab ascenseur \u00bb : jusqu\u2019\u00e0 la saison 2009, le club encha\u00eene promotions et rel\u00e9gations huit saisons de suite. Apr\u00e8s avoir mis fin \u00e0 cette s\u00e9rie et disput\u00e9 cinq saisons cons\u00e9cutives dans l\u2019\u00e9lite, Kuressaare est rel\u00e9gu\u00e9 en Esiliiga en 2013, puis descend m\u00eame en Esiliiga B (3e niveau) apr\u00e8s la saison 2015.<\/p><p>Le retour en Premium Liiga est toutefois rapide, gr\u00e2ce \u00e0 deux promotions d\u2019affil\u00e9e. Le club \u00e9volue d\u00e9sormais dans l\u2019\u00e9lite depuis sept saisons.
